How Often Do You Need to Renew a Washington Reseller Permit?

In Washington, the duration of a reseller permit can vary depending on the type of business and its operating history. Typically, a reseller permit in Washington is valid for either two or four years. This difference is based on criteria that the Department of Revenue (DOR) uses to assess the business’s tax reporting history and the type of industry the business operates in.

Most established businesses that have been in operation for over a year and have a solid tax reporting record will receive a permit that is valid for four years. 

However, there are circumstances where a Washington wholesale license is issued for a shorter term—usually two years. This applies to:

  • New businesses that have been operating for less than 12 months
  • Contractors, due to the unique nature of their tax reporting
  • Businesses that have not reported gross income in the past 12 months
  • Businesses that were on non-reporting status when applying for the permit
  • Businesses that have failed to file tax returns at any point during the past year

It’s essential for business owners to stay aware of their permit’s expiration date to avoid losing the tax benefits provided by the reseller permit. If your business qualifies for automatic renewal, the Washington Department of Revenue will typically send a notice about 90 days before your permit is set to expire. The term seller’s permit is often used to refer to a permit that allows businesses to legally collect and remit sales tax on goods and services sold to consumers. In other states, this is sometimes known as a sales tax permit or sales and use tax permit

However, the State of Washington does not issue a standalone “Washington seller’s permit.” In Washington, the right to collect sales tax is included with the state business license. When a business registers and obtains its business license, it is authorized to collect and remit sales tax on taxable sales without requiring a separate Washington seller’s permit.

A resale certificate, on the other hand, serves a different purpose. It allows businesses to make tax-exempt wholesale purchases of goods intended for resale. There is no standalone “Washington resale certificate.” In certain cases, however, it is possible to use a resale certificate in Washington, as both of the following certificates are recognized by the state as valid in certain transactions:

  • Streamlined Sales Tax (SST) Exemption Certificate – Used mainly for multistate transactions, this certificate is available for registered businesses with a Washington reseller permit number, enabling them to make tax-exempt purchases across multiple states.
  • Uniform Sales & Use Tax Resale Certificate – Multijurisdiction – Available for businesses not required to register with the DOR, allowing these businesses to make wholesale purchases without paying sales tax in multiple states.

Either of these can be used by in-state businesses as a Washington resale certificate. Farmers have the option of using a reseller permit or a Farmer’s Certificate for Wholesale Purchases and Sales Tax Exemptions as a resale certificate in Washington for purchasing farm supplies.
